Plot
Moments after Lee Shaw shoots Amanda Waller, he and Lex Luthor stare each other down, unnerving Enchantress. Due to the explosive device planted in his neck, however, Luthor avoids open rebellion, instead advising Shaw that Task Force X must deal with both Kong and the Justice League to advance to Phase Two of their plan. Meanwhile, Kong angrily roars at the Justice League; on Superman's recommendation, they bow before him to avoid a fight. The ape instead leaps over them to attack a Titanized Killer Croc. Hoping to question the villain on how he was mutated, the heroes try to stop Kong from killing him. Supergirl approaches Kong first, but he quickly knocks her away. While she recovers, Killer Croc bites Kong's shoulder; the ape responds by flipping him, then pounds at his chest and neck. Both Kryptonians push Kong away from his opponent, but find that Killer Croc has already perished. The heroes watch as he shrinks back down to his regular size, with Flash expressing guilt that they couldn't save him. Supergirl flies to reconcile with Kong. Batman detects a radioactive wave signature on Killer Croc identical to that of Godzilla. Superman, having already suspected Luthor as the culprit, detects his nemesis's heartbeat nearby and leads the others to investigate.
Superman finds Luthor inside a Hollow Earth Aerial Vehicle he upgraded, along with Shaw, and forces them to land. This was as Luthor planned, however, and most of the rest of Task Force X promptly ambushes the Justice League. Enchantress quickly restrains Superman with her magic, while Flash takes out Captain Boomerang. Shaw and Luthor withdraw as Luthor observes that Harley Quinn is missing from the group. Enchantress pulls off the Batwing mech's arms, and while the Flash delivers another high-speed punch to knock her out of the sky, he's unable to avoid a supersonic bullet from Peacemaker. Batman kicks him in the back before he can celebrate. Using his X-ray vision, Superman determines that the speedster was only grazed by the bullet, but may have a concussion. The Man of Steel flies off in pursuit of Luthor while Wonder Woman, having already bested Cheetah, carries Flash to the mech, Batman intending to rendezvous with Mister Terrific. Wonder Woman emerges from the mech with her sword and shield and flies at the remaining villains. At the same time, Supergirl locates Kong and apologizes to him, but at his coldness, prepares to again earn his respect through combat. He again swats her away, hurting her more than she expected. Before she can respond, however, she senses Wonder Woman is in peril and rushes to her aid.
Black Manta and Captain Cold exit a Monarch facility to back up their fellow villains while Batman watches from the shadows. Superman's pursuit of Luthor leads him to a volcanic cavern in Hollow Earth. He spots the HEAV, but Luthor has already exited the craft; clad in his warsuit, he catches Superman by surprise with a punch. Luthor notes that Superman is weaker here than on their own Earth—and will continue to get weaker in this realm, which lacks a sun. His gloating is interrupted by the arrival of four Great Apes, led by One-Eye.

Trivia
- This issue was released on the same day as Marvel Comics' Godzilla vs. Thor and IDW Publishing's Godzilla: Heist #5.
- On Alan Quah's variant cover, Tiamat sports her Godzilla x Kong: The New Empire design rather than the design utilized in all of her comic appearances.
- Godzilla only appears in a single panel of the issue, partially obscured on a monitor in the background. He also only appears on one variant cover of the issue.
- Unlike the HEAVs featured in Godzilla vs. Kong, the one in this issue is green in color. Coincidentally, Playmates previously released a green HEAV toy with a 6" figure of Mechagodzilla in 2021.
