In the aftermath of last year’s Justice League vs. Godzilla vs. Kong, Task Force X launches a plan to develop hybrid Titans that Amanda Waller can control to guard against future Titan attacks on our Earth. To stop Task Force X, the Justice League travels to Legendary Earth and must face the dangers of the Hollow Earth, Kong, and Godzilla, King of the Monsters!
This Titan-size threat will require a Titan-size response, and the Justice League will fight fire with fire, as readers will see “titanized” versions of DC Super Heroes and Super-Villains facing off against Kong, Godzilla, and other Legendary monsters. In addition to new Titans from the Legendary Comics Monsterverse, the series will also feature the comic book return of Col. Lee Shaw, who first appeared in the 2014 graphic novel Godzilla: Awakening.[1]

Plot
In the Task Force X Situation Room, Amanda Waller watches recordings of the Titans' incursion into Earth Prime: Camazotz's raid on Gotham City, Tiamat threatening Atlantis, Godzilla towering over Metropolis, Scylla menacing the Iron Heights Prison in Central City, the Justice League's final clash with the Legion of Doom and the Titans, Mechagodzilla's construction, Lex Luthor's apprehension by Supergirl, and Superman sending the Titans back to their world using the Dreamstone. She vows to never let an incident like this happen again. Accompanied by Colonel Lee Shaw, Waller meets with the handcuffed Suicide Squad—Harley Quinn, Lex Luthor, Captain Boomerang, Peacemaker, King Shark, Captain Cold, Black Manta, Enchantress, Cheetah, and Killer Croc. She attempts to update them on the Titan attacks, although Luthor has already informed them, to the irritation of many in the group. Waller informs them that the Human Defense Corps, led by Shaw, has developed a plan to combat future Titan threats with the help of the Suicide Squad rather than relying on metahumans who do not answer to the U.S. government.
Meanwhile, the Justice League happily watches Barry Allen's wedding with Iris West. Only Clark Kent, recently married to Lois Lane, and Hal Jordan attend in person, with the others observing the scene from a screen to avoid possible exposure of Barry's superhero persona as the Flash, since he hasn't yet told Iris. Oliver Queen and Bruce Wayne both warn Barry of the potential risks of revealing his secret to Iris, but he insists that he will when the time is right and thanks his comrades for indirectly attending his wedding before dashing off. As he dances with his wife, Iris notices that he has the look he gets when he's afraid to tell her why he's late. He ducks out of telling her his secret identity, saying that he's simply happy and won't be late anymore. Nearby, Lois receives a message from Mercy Graves, who helped them during the Titan invasion despite being employed by Luthor, that her former boss has gone missing.
In the Monsterverse's version of Cape Town, South Africa, four years after G-Day, Task Force X prepares to conduct a beta test on King Shark using a combination of Lex Luthor's technology and Enchantress's magic. The resulting explosion rouses Godzilla from the ocean's depths.
Superman, Lois, Supergirl, Batman, Mister Terrific, Wonder Woman, and the Flash meet Graves in the Nevada desert, the location where Luthor's power suit briefly came online 36 hours ago. Mister Terrific uncovers the entrance to an underground installation belonging to the Human Defense Corps. The heroes investigate and find a Boom Tube inside, one which has been modified to serve as a multiversal portal and was last used 36 hours ago. Despite his impending honeymoon, the Flash resolves to be part of the team that travels through the portal to find Luthor.
A Titanized King Shark emerges from Cape Town Stadium and begins rampaging through the city, proving beyond Waller's control. Enchantress flies Luthor to safety as Godzilla surfaces to confront King Shark. Superman, Batman, Supergirl, Flash, and Wonder Woman emerge from the Boom Tube on Skull Island, Batman piloting a bipedal mech comprised of most of his Batplane. A flock of Psychovultures quickly descends on them. Superman and Supergirl dispatch two with their heat vision, only to be stunned by a blast of electricity from another. The Flash and Wonder Woman drive off the rest, with the Kryptonians wondering how the creature hit them so hard. With Harley Quinn and Captain Cold having completed their own mission, Shaw urges Waller to advance to Phase Two, though she's preoccupied by King Shark's battle with Godzilla. The transformed villain briefly holds his own against Godzilla until the King of the Monsters flips him into the stadium. Godzilla holds open King Shark's jaws and prepares to fire his atomic breath down his throat, but he reverts to his normal size just in time. Losing interest, Godzilla returns to the sea. As Luthor and the Enchantress return to the Situation Room, Shaw orders Phase Two. Waller reminds him that she has authority over the operation. Enchantress directs their attention to Skull Island, where Kong has become agitated. The ape Titan leaps from a mountain to land in front of the heroes, roaring angrily, causing the Flash to conclude he doesn't remember them.
At the sight of the Justice League, Waller accuses Shaw of incompetence or sabotage. They trade threats before Shaw draws his pistol and shoots her dead, shocking Luthor and Enchantress. He announces that he's assuming command of Task Force X.
