Plot
In a remote Japanese citadel, the Archpriestess of the Hand, a sinister ninja clan, has gathered convicted killers from around the world. She explains to them that this citadel is dedicated to the Beast, who once defiled all that the gods had made, and the Hand's search for an entity to embody his destructive ideals. Her previous candidate, Frank Castle, proved disappointing. The assembled killers assume they are meant to fight each other until only one remains, but she reveals they are merely sacrifices, and the ninja surrounding them unsheathe their swords to slaughter them. Their blood spills through a grate to rain down on the heart of Godzilla, a monster fueled by the restless souls of the war dead.
Days later, the Archpriestess watches with delight as a resurrected Godzilla rampages through Tokyo. She recounts to her underlings how the monster was presumed dead after his Yokohama rampage twenty years prior, but rage kept his disembodied heart beating. She is interrupted mid-gloat by the sudden arrival of the God of Thunder, Thor, who strikes Godzilla with Mjolnir, knocking out a tooth. Godzilla retaliates with a headbutt and counters Thor's lightning with atomic breath. Whipping around his hammer, Thor summons a tornado that lifts Godzilla into the air, allowing them to continue their battle without further damage to the city. Their battle lasts for hours; Thor hurls Mjolnir through Godzilla's body countless times, but the undaunted monster still has the strength to scorch him with atomic breath. Thor changes tactics, opening a portal to Jotunheim. The intense cold of the realm freezes Godzilla solid.
Weeks later, the monster's frozen body still stands in Tokyo, under watch by the JSDF as the public debates whether to study the monster or destroy it immediately. The Archpriestess and her ninja kill the soldiers guarding Godzilla and offer him a sliver of All-Black the Necrosword, once wielded by Thor's greatest adversary, Gorr the God Butcher. Returning to Asgard, Thor encounters a dying Sif and the remains of the other gods, all victims of Godzilla, the God Butcher. Thor rushes to battle the empowered demon, catching him off-guard by tackling his chest. Their war rages through the Ten Realms, Godzilla's necrobreath consuming entire planets before he finally hits Thor with a point-blank blast. The Archpriestess believes him dead, but he recovers, summoning every storm in existence to match Godzilla's power. He dodges another necrobreath and flies inside Godzilla's mouth to land a potent blow. Channeling the superstorm through himself and Mjolnir, he rushes at Godzilla head-on as the monster fires his necrobreath, triggering an explosion which kills them both.
The despondent Archpriestess leaves the Hand's citadel and disappears into the woods, while Godzilla and Thor continue their struggle in Hel. Godzilla's heart, still beating, and fragments of Mjolnir, still sparking with power, float through space, promising the eventual return of both god and monster.

Trivia
- This comic was released on the same day as IDW Publishing's Godzilla: Heist #5 and DC Comics and Legendary Comics' Justice League vs. Godzilla vs. Kong 2 #2.
- Godzilla's backstory in this comic is more or less identical to the events of Godzilla, Mothra and King Ghidorah: Giant Monsters All-Out Attack (GMK). He has been officially described as "a version" of that film's Godzilla.[2]
- The title "Ragnarok All-Out Attack" combines Ragnarok, the name of both a catastrophe from Norse mythology and a cyborg clone of Thor from Marvel comics, and the latter part of GMK's title.
- The comic's inclusion of the JSDF presents a minor difference to GMK as, in that film's continuity, Japan's Constitution allowed it to maintain a formal military called the Japan Defense Forces.
- The Archpriestess mentions Frank Castle, better known as the Punisher. A text box advises the reader to view the trade paperbacks of Punisher (vol. 13) for context, implying continuity with that series.
- Godzilla standing frozen in Tokyo is similar to the ending of Shin Godzilla. This may have been intentional, as writer Jason Aaron praised the film in an interview with Godzilla.com.[2]
- Thor last fought Godzilla in Godzilla #24, and also appeared on Godzilla Variant Covers for Immortal Thor #15 and Avengers (vol. 9) #18.
- This issue's King of the Monsters Variant Cover references the cover of Marvel's Godzilla #7, with Thor in place of Red Ronin.
- This issue marks the second time Godzilla has received a symbiote power-up, as the Necrosword itself is the first symbiote All-Black.
