Tim is a supporting character in the 2023 Monsterverse television series Monarch: Legacy of Monsters. An agent of Monarch, Tim sought to recover classified documents related to his organization's work in 2015, which marked the start of a mission that would change his life.

Monarch: Legacy of Monsters
In 2015, after Cate Randa, Kentaro Randa, and May Olowe-Hewitt discovered and began decrypting Bill Randa's Monarch data tapes, a Monarch agent in data culling immediately detected the breach once the files were accessed and alerted her superior, Tim. Rather than loop in his own superior, Deputy Director Natalia Verdugo, he quickly ushered the agent out of his office and contacted another agent to help him deal with the situation. "Aftermath"
Tim later arrived in Tokyo with fellow Monarch agent Michelle Duvall to track the Randas and located Cate at the train station. While she looked at departure times, Tim tried to strike up a conversation with her. Unsettled by him, she tried to leave, until he revealed that he needed to talk to her about the files, which were highly valuable and belonged to his organization, Monarch. Cate asked to make a call first; once they stepped outside, she threw the phone at Tim's face and ran instead. Duvall promptly caught Cate and dragged her into a car. Tim assured her they weren't going to hurt her as he pulled a hood over her head, only for her to panic as she began experiencing flashbacks of Godzilla's appearance in San Francisco. While thrashing, she kicked Duvall in the head, causing her to slam the car into a median barrier, flipping it over. Cate escaped the car before Tim could recover and fled the scene. Sometime later, Cate went back to May's apartment, only to find Tim and Duvall already inside before discreetly escaping with May. Tim and Duvall then went to Kentaro's apartment and barged in, asking for Bill's files. Duvall told Kentaro's mother Emiko that Kentaro stole the files, but she soon concluded that Duvall was lying and cued her son to escape by giving him a picture of Lee Shaw, a close ally of his father. Emiko distracted Tim and Duvall while Kentaro pretended to retrieve the files and snuck out, with Tim only catching on and realizing who Kentaro was when he saw a photo of Kentaro's father, Hiroshi Randa, who was presumed dead. Furious at Kentaro's escape, Tim slammed Bill's empty bag down in front of Emiko. "Departure"

In the wake of the Randas and May aiding Shaw's escape from a Monarch-controlled resting home in their own pursuit for answers, Tim and Duvall were met by Verdugo at an airport, where their superior admonished them both for carrying out an unauthorized operation in Tokyo. Verdugo was dismissive of the significance of Bill's notes until Tim pointed out Shaw's interest in them. Verdugo nevertheless ordered Tim to get on the plane with her, but Duvall convinced her to let Tim join her in assembling a tactical team to capture Shaw. "Secrets and Lies"
At Monarch's headquarters, as various experts and agents debated their next steps in response to concerning new readings that indicated another Titan emergence may be imminent, Tim interrupted, attending the meeting remotely. He suggested that Bill Randa's files held the answer to their questions, as there had to be a reason Shaw was going after them. He furthermore encouraged the agents to stop squabbling amongst each other by reminding them why they signed up to join Monarch in the first place, hoping to protect humanity from preventable tragedies. Later, Monarch discovered Shaw, Kentaro, Cate, and May in Alaska after Kentaro radioed for a helicopter to rescue them following a Titan encounter. After the helicopter landed, the four were met by Tim, Duvall, and a group of armed Monarch agents. "Parallels and Interiors"
Shaw, Cate, Kentaro, and May were subsequently detained in separate cells at Monarch's Alaskan command post. Duvall came to believe that Cate and Kentaro knew nothing of Monarch and shared this with Tim and Verdugo. Tim remained incredulous, citing their heritage as their grandfather Bill, grandmother Keiko, and father Hiroshi all worked for the organization. He voiced his desire to recruit the Randas, viewing Monarch as their legacy. Duvall instead suggested that they allow the Randas and May to go free to allow them to continue their search for answers related to Hiroshi while Monarch kept a watchful eye on them. Tim later dropped Cate, Kentaro, and May off at Nome Airport, handing them new passports and other travel essentials while apologizing for their ordeal, only to be scoffed at. Using reverse psychology, he sternly warned them to return to their old lives, as he wouldn't be able to help if they endangered themselves again. Duvall congratulated Tim for his work before they returned to the outpost, where they watched Verdugo question Shaw through a security camera. Duvall questioned how Shaw could look as young as he did when he was one of Monarch's first members, to which Tim offered a rumor of a mission that went wrong, although the details were classified. They continued to watch as Shaw argued about how misguided Monarch had become. "The Way Out"
Tim and Verdugo continued to keep tabs on the Randas and discovered that they had visited Hiroshi's San Francisco office. They promptly ventured into the desolate city, though were unsure what they were looking for. Tim pointed out that while Hiroshi's office offered an incredible view of the city, he would have sat at his desk with his back to the window, deducing that Hiroshi preferred to stare at whatever was on the opposite wall. He took note of a flag push pin nearby, then the many tiny holes in the wall, finding a pattern in them. He asked Verdugo why Monarch exiled Hiroshi, as his file was sealed. She reluctantly explained that he illegally retargeted deep-space satellites to inspect locations on Earth, searching for gamma rays in particular. Tim linked this to the high gamma ray readings they detected in Alaska. He redrew the map on the wall, explaining that the individual marks represented locations that Monarch had visited, while clusters likely indicated areas with intense gamma radiation. As she requisitioned the satellite logs, Tim questioned why Hiroshi would pursue the gamma ray readings in Alaska rather than follow Godzilla out to sea after G-Day. Verdugo realized the Randas went to Alaska in search of Hiroshi, evidently believing he was still alive. Tim narrowed down their next destination to three possible candidates, including the Algerian Desert.
Tim was dispatched with a Monarch team to search the Algerian Desert location in a helicopter. After spotting the trio with Shaw, who previously escaped Monarch's custody with Duvall's help, Tim and the Monarch agents bore witness to Godzilla emerging from the ground below them. As Godzilla rose to his feel, one of his dorsal plates collided with the helicopter's blades, causing it to crash. "Terrifying Miracles"

Shaw later searched the wreckage and found no survivors; unbeknownst to him, Tim had in fact survived the ordeal, having been buried beneath the sand. After recovering, the battered and shaken Tim made his way to the airport in Tindouf, only to be accosted by Cate, who demanded to know what happened to May. Tim did not know what she was talking about, unaware that May had disappeared before being shocked to learn that the kids saw Hiroshi in the desert before Godzilla's emergence, confirming he was alive. At Cate's mention of a machine Hiroshi had with him, Tim theorized that he was trying to prevent the next G-Day. Cate proposed an exchange: if Monarch helped them find May, they would help the organization locate Shaw. Tim then updated Verdugo on the disastrous mission, with his frustration and sarcasm earning him a suspension, prompting him to press his luck further by scolding Verdugo for treating Cate and Kentaro like criminals and thus motivating them to team up with Shaw. Though she denied that Monarch had any involvement in May's disappearance, Verdugo asked if Tim told the Randas the truth about May.
After assuring Cate and Kentaro that Monarch would help them, Tim raved about Hiroshi's brilliance as a Monarch agent, having known him well and sharing details that helped the Randa kids trust Tim. As they planned their next steps in locating May, Tim clarified that Monarch learned May was not her real name during a background check; her name was actually Corah Mateo. Cate, Kentaro, and Tim ventured to May's former residence in Tacoma. As they still didn't know why May was in hiding, Tim advised the Randas not to tell her family the truth. He instead pretended they knew May through an online manga group and decided to stop by her home while they were in town. Lyra, May's sister, was skeptical of their story, while May's mother divulged that she hadn't been home in two years. They left dissatisfied, but Tim was convinced Lyra wasn't telling them something, especially when she immediately left in her car. They tailed her into Seattle, but lost her in a parking garage until she ambushed them, brandishing a tire iron and asking if they were with "the company." Kentaro calmed her down and got her to explain that May was on the run from the company she worked for, Applied Experimental Technologies, after her sabotage of the company cost them millions. The group assured her they would find May.
Tim called in a favor to access local CCTV footage which revealed May entered AET headquarters several hours prior. At Cate's suggestion, Tim orchestrated an unauthorized test of Monarch's new warning system. Seattle citizens received alerts of an impending Titan attack on their phones, sending the city into a panic and allowing the group to infiltrate AET headquarters. By the time they found May, her former boss, Brenda Holland, intercepted the trio and explained that the company's dispute with May had been settled. May surprisingly told them to leave, though they knew May was still in trouble. As the trio exited AET, Monarch agents suddenly ushered them into a van to find a waiting Verdugo, who reprimanded Tim for using the Titan alert while he updated her on May's situation. Cate offered her help in dealing with Shaw in exchange for securing May's freedom. Monarch subsequently secured a deal with AET, which rebranded itself as Apex Cybernetics; though the details of the arrangement were not made public, May was freed. In the aftermath, Tim proposed to Verdugo that Monarch should take advantage of the Titan alert as an opportunity to step out of the shadows and later observed as she did so. "Will the Real May Please Stand Up?"

To uphold their end of the deal, the Randas and May were brought to Monarch's headquarters by Tim, who steered them through Monarch's cluttered hallways. Cate wondered why there were no portraits of the other Randas on the walls, to which Tim replied that their family's legacy was complicated, detailing Bill's increasingly outlandish theories after Keiko's death in 1959. He led them to the control room, where they learned more about gamma ray bursts from outposts all around the world, which were caused by Shaw after he destroyed the rift in Alaska with his team of rogue Monarch agents; Verdugo needed to find him urgently before he caused more chaos, as he was seeking to close all known rifts to the Titans' realm. Tim, May, Cate, and Kentaro combed through various files in Tim's office, hoping to find something that would help them determine where Shaw was headed next. After Cate found a document on Keiko's death written by Shaw, Tim revealed that she died in Kazakhstan, which they deduced to be Shaw's next destination given how much Keiko meant to him, believing he wanted to make amends for losing her by closing the rift there. Knowing they were her best chance at talking Shaw down, Verdugo granted them a small team which included Tim. They traveled to the nuclear power plant in Kazakhstan, finding evidence that Shaw and his forces were there. Tim stepped on the discarded exoskeleton of an Endoswarmer, momentarily startling them all. They discovered the vortex in the heart of the plant with charges set around it, only for Shaw's forces, including Duvall, to surround them at gunpoint. After Shaw agreed to speak with Cate in private, Tim and Duvall argued over the righteousness of Shaw's plan, though Tim's former partner did not budge. As Shaw started the countdown for the charges, the earth began to shake. As the facility began collapsing, May, Cate, and Shaw fell into the portal in the chaos before the charges detonated. Tim and the others were thrown back by the explosion, with Tim's leg being injured in the incident. "Birthright"
Duvall dragged Tim to safety as the power plant collapsed, allowing him to avoid being arrested by local officials. Kentaro, also injured, was moved to a Tokyo hospital and was visited by Tim and Verdugo, where they confirmed that the rift had been sealed; Cate, May, and Shaw were all presumed dead. Tim was sympathetic as an anguished Kentaro voiced his intent to find his sister and friends, but Verdugo told him his time in Monarch's world was over before the Monarch agents departed. At Monarch headquarters, Tim was present when Dr. Barnes detected a message embedded in the gamma ray signal coming from one of the Hollow Earth portals, which Tim came to believe was from Cate, May, and Shaw. Later, Verdugo relayed to Tim that the gamma ray emissions around the Hollow Earth portals had stabilized, though remained high. He asked about Duvall, who was still missing, and the signal Dr. Barnes detected, which Verdugo declared low-priority amidst the current crisis. Tim was outraged, particularly given all that Lee, Cate, and May knew about their predicament, and believed that if Monarch would not act to save them, then Shaw was right about the organization. Verdugo was unmoved, however, and merely questioned if he was ready to do his job or have his medical leave extended indefinitely. Disgusted by Monarch’s disinterest in helping his friends, Tim resigned from the organization and sought out Kentaro to share his findings. He located Kentaro at a bar, where they compared leg injuries before Tim told him about the signal, believing that Hiroshi may be able to tell them what it meant. Having previously reunited with Hiroshi, Kentaro led Tim to Hiroshi's office where Tim showed him printouts of the signal, which he believed could be proof Cate was alive. Hiroshi was skeptical, fearful of getting his hopes up, but Kentaro offered to help him with his research. Tim revealed that while he resigned from Monarch, he knew of another organization that could provide them with the resources they needed: Apex Cybernetics.
Two years later, Tim, Kentaro, and Hiroshi, now working with Apex and May's former boss Brenda Holland, witnessed the return of Cate and May from the Hollow Earth alongside the unexpected return of Keiko Randa, who Cate found in the Hollow Earth, having survived her apparent death decades prior. The reunion was cut short when Kong closed in on their location, forcing everyone to retreat into the facility, revealed to be an outpost on Skull Island. "Beyond Logic"
