Michelle Duvall is a supporting character in the 2023 Monsterverse television series Monarch: Legacy of Monsters. An agent of Monarch, Duvall joined the agency to avenge her sister's death at the hands of the Titans, though she became frustrated by the organization's prioritization of studying them over preventing more tragedies, prompting her to join Lee Shaw's campaign that sought to stop the Titan threat for good.

History

Monarch: Legacy of Monsters

After losing her sister, Sandra Brody, during the male MUTO attack on the Janjira Nuclear Power Plant in 1999, Michelle Duvall joined Monarch in the hopes of preventing future tragedies caused by Titans"Terrifying Miracles"

In 2015, after Cate Randa, Kentaro Randa, and May Olowe-Hewitt discovered and began decrypting Bill Randa's Monarch data tapes, agents Tim and Michelle travelled to Tokyo to recover the tapes. They tracked Cate down at the train station, where Tim approached Cate and requested her cooperation with regards to the files. Cate attempted to flee instead, where Duvall promptly caught Cate and dragged her into a car. Tim assured her they weren't going to hurt her as he pulled a hood over her head, only for her to panic as she began experiencing flashbacks of Godzilla's appearance in San Francisco. While thrashing, she kicked Duvall in the head, causing her to slam the car into a median barrier, flipping it over. Cate escaped the car before the agents could recover and fled the scene. Sometime later, Cate went back to May's apartment, only to find Tim and Duvall already inside before discreetly escaping with May. Tim and Duvall then went to Kentaro's apartment and barged in, asking for Bill's files. Duvall told Kentaro's mother Emiko that Kentaro stole the files, but she soon concluded that Duvall was lying and cued her son to escape by giving him a picture of Lee Shaw, a close ally of his father. Emiko distracted Tim and Duvall while Kentaro pretended to retrieve the files and snuck out, with Tim only catching on and realizing who Kentaro was when he saw a photo of Kentaro's father, Hiroshi Randa, who was presumed dead. Furious at Kentaro's escape, Tim slammed Bill's empty bag down in front of Emiko. "Departure"

In the wake of the Randas and May aiding Shaw's escape from a Monarch-controlled resting home in their own pursuit for answers, Tim and Duvall were met by Monarch Deputy Director Natalia Verdugo at an airport, where their superior admonished them both for carrying out an unauthorized operation in Tokyo. Verdugo was dismissive of the significance of Bill's notes until Tim pointed out Shaw's interest in them. Verdugo nevertheless ordered Tim to get on the plane with her, but Duvall convinced her to let Tim join her in assembling a tactical team to capture Shaw. "Secrets and Lies"

At Monarch's headquarters, as various experts and agents debated their next steps in response to concerning new readings that indicated another Titan emergence may be imminent, Tim interrupted and encouraged them to stop their squabbling, attending the meeting remotely with Duvall by his side. Later, Monarch discovered Shaw, Kentaro, Cate, and May in Alaska after Kentaro radioed for a helicopter to rescue them following a Titan encounter. After the helicopter landed, the four were met by Tim, Duvall, and a group of armed Monarch agents. "Parallels and Interiors"

Shaw, Cate, Kentaro, and May were subsequently detained in separate cells at Monarch's Alaskan command post. Duvall spoke with the bedridden May, asking what her group was doing in the Alaskan mountains and if she had a backup of the Monarch files that were on her laptop. Duvall divulged that the Titan May encountered was not one previously known to Monarch. She mockingly asked if May wanted it to be named after her, though wasn't sure which name to use, as Monarch had discovered her multiple aliases during a background search. Duvall left her with a card by her bed in the event that she decided to help Monarch. Duvall also came to believe that Cate and Kentaro knew nothing of Monarch and shared this with Tim and Verdugo. Tim remained incredulous, citing their heritage as their grandfather Bill, grandmother Keiko, and father Hiroshi all worked for the organization. He voiced his desire to recruit the Randas, viewing Monarch as their legacy. Duvall instead suggested that they allow the Randas and May to go free to allow them to continue their search for answers related to Hiroshi while Monarch kept a watchful eye on them. Tim later dropped Cate, Kentaro, and May off at Nome Airport, handing them new passports and other travel essentials while apologizing for their ordeal, only to be scoffed at. Using reverse psychology, he sternly warned them to return to their old lives, as he wouldn't be able to help if they endangered themselves again. Duvall congratulated Tim for his work before they returned to the outpost, where they watched Verdugo question Shaw through a security camera. Duvall questioned how Shaw could look as young as he did when he was one of Monarch's first members, to which Tim offered a rumor of a mission that went wrong, although the details were classified. They continued to watch as Shaw argued about Monarch's tendency to do nothing, blaming them for allowing G-Day to occur. Shaw spoke directly to the agents watching him through a security camera, bluntly stating that the organization has been misguided for years; his words resonated deeply with Duvall, who monitored him closely. Later, May called Duvall to ask what she needed to do to go home. Duvall promised to tell her soon and learned of their location in San Francisco. "The Way Out"

Shaw was loaded into a van with a hood over his head. The van soon came to a sudden halt as Duvall boarded, announcing a change of plans to the guards before telling Shaw in French to drop down on her count. She knocked out both guards and cut him out of his restraints, only to demand how he knew so much about the impending Titan emergence than the entirety of Monarch. He explained that Monarch had been dismissing his warnings for years, just as it sidelined Bill and his son Hiroshi. Duvall revealed that she originally joined Monarch to prevent more Titan attacks like the one that took her sister's life years prior and that there were others in the organization who felt the same, telling Shaw they needed a leader. They left in her car and ventured to Alameda Point near San Francisco, surprising Cate, Kentaro, and May with their arrival. Shaw expressed his belief that the Titan event Hiroshi was trying to stop would be much worse than G-Day if it was allowed to transpire and thus needed to find him. Having uncovered a potential location for Hiroshi in Algeria, the trio reluctantly teamed up with Shaw and Duvall despite their reservations of the latter, even as Shaw vouched for her.

Duvall, Shaw, Cate, May, and Kentaro travelled to the Algerian Desert and met with sympathetic Monarch agents at an outpost, with Duvall telling the kids that Shaw was starting a "movement" within Monarch, though Cate wanted no part of it and only wanted to find her father. The group later witnessed Hiroshi in the distance before Godzilla unexpectedly emerged from the ground, narrowly avoiding death, though Godzilla left shortly thereafter. In the aftermath, Shaw invited Cate, May, and Kentaro to join his mission alongside Duvall, saying he wanted to help Godzilla, though the kids decided to part ways with Shaw instead. "Terrifying Miracles"

Later, Shaw and Duvall stormed Monarch Outpost 88 in Fairbanks, Alaska, with armed guards, with Shaw introducing himself and declaring the base to be under his control. Though he told the staff they were free to leave, he implored them to join him in taking the Titan threat seriously and start acting on it. Duvall searched the base for stragglers, failing to catch Dr. Barnes, who was able to report the insurrection to Verdugo. He ordered the base's full stockpile of explosives to be packed up. Duvall and Shaw's forces subsequently planted the explosives around the Alaska rift as he observed in a helicopter. The detonations attracted the Frost Vark, though the following blasts caused the rift to become a vortex, sucking in the Titan before sealing up as they successfully sealed the rift. "Will the Real May Please Stand Up?"

Shaw then led his forces to Kazakhstan to the power plant where he lost Keiko Randa decades prior; despite Duvall's insistence that there were other, easier targets they could visit, Shaw remained resolute that they needed to close the rift there. Having since allied themselves with Monarch, Cate, Kentaro, and May learned more of Shaw's past and correctly deduced that he would be in Kazakhstan, venturing to the plant with a team of Monarch soldiers. The Monarch team infiltrated the power plant and discovered charges already in place around the rift, only to be surrounded by Shaw's forces, including Duvall, and held at gunpoint until Shaw himself appeared. After Shaw agreed to speak with Cate in private, Tim and Duvall argued over the righteousness of Shaw's plan, though Tim's former partner did not budge, believing Shaw was correct in his mission to seal off portals to the Titans' realm to keep humans and monsters separate. Shaw soon started the countdown for the charges, at which point the earth began to shake. As the facility began collapsing, May, Cate, and Shaw fell into the portal in the chaos before the charges detonated. "Birthright"

Duvall dragged Tim to safety as the power plant collapsed, allowing him to avoid being arrested by local officials. With Shaw gone, Duvall went on the run. "Axis Mundi"
