The plan was hatched to set off a series of underground explosions in the hopes that Baragon would be driven to the surface. Destroying a treasured landmark was not part of that plan.

The Arc de Triomphe de l'Étoile is a famous landmark in Paris, France. It was built to commemorate the victory of France over Russia in the early-1800s. The Arc de Triomphe is featured in the 1968 Godzilla film, Destroy All Monsters, and in the comic series Godzilla: Rulers of Earth.

The Last War
The Arc de Triomphe, along with the rest of Paris, was obliterated by an Alliance ICBM during the final nuclear exchanges between the Federation and the Alliance.
Destroy All Monsters

After being mind-controlled by the Kilaaks, Gorosaurus attacked Paris, burrowing through the ground. He surfaced almost exactly next to the Arc de Triomphe, and it collapsed as he climbed out of the ground.

Baragon surfaced in Paris underneath the Arc de Triomphe, destroying it. The Counter-Kaiju Reaction Forces deployed Mechagodzilla to stop Baragon. After a fierce battle, Mechagodzilla subdued Baragon and airlifted him to the Monster Islands.
Trivia
- Originally, Baragon was to attack Paris and destroy the Arc de Triomphe in Destroy All Monsters, but his suit was too badly damaged from overuse as other kaiju in Tsuburaya Productions' Ultra series and he was replaced with Gorosaurus. As a result, Gorosaurus gains Baragon's burrowing ability and is even referred to as "Baragon" in that scene of the film. The fact that Baragon himself destroys the Arc de Triomphe in Godzilla: Rulers of Earth is likely a nod to this.
