The Cloud-Dwellers are a race of aliens from an alternate reality who appeared in the 21st episode of Hanna-Barbera's animated series Godzilla, titled "The City in the Clouds."
Name
Only two Cloud-Dwellers are given personal names, Ze-us and Anthea. These are similar to the names of two Greek gods: Zeus and Athena, respectively.
Design
The Cloud-Dwellers are identical to human beings and all appear to be Caucasian. They dress in a variety of Medieval-style clothing, the men all wearing belts, the women dresses, and the guards tending to wear blue, black, and white clothes.
Origins
The Cloud-Dwellers come from an alternate world, where they lived amongst the clouds. Constantly besieged by the Power Dragon, which tracked large quantities of energy. Unable to escape the Power Dragon, the Cloud-Dwellers fled to another and constructed a city for them in advance. The Power Dragon followed them. Later, Ze-us declared his intent to conquer humanity, suggesting the Cloud-Dwellers never came with peaceful intentions.

"The City in the Clouds"
Carl Majors and Quinn Darian passed through two pillars while exploring a strange city floating in a storm cloud, which flickered as they passed by and opened a portal, from which Ze-us and Anthea exited from. Noticing the pair, the aliens announced their presence and welcomed their guests, inviting them for a tour. Ze-us explained the Cloud-Dwellers' plight, constantly being attacked by the Power Dragon in their home dimension, to the humans and took them to a large computer where he displayed his people awaiting to migrate to this reality. Majors commented that the refugees looked "more like an army," but Ze-us didn't acknowledge his remark and let his people in. The Power Dragon came with them and attacked the city, unphased by Ze-us' Thought-Amplifier, forcing Majors to call Godzilla. However, Godzilla couldn't come due to being trapped in the storm maintaining the city, and Ze-us sent Anthea to free him, as well as Pete, Brock, and Godzooky. Now free, Godzilla routed the Power Dragon, but instead of being grateful, Ze-us envied Majors and demanded he give the Godzilla Signal to him. Banishing Godzilla to the alternate reality to keep him from intervening, Ze-us and his guard chased Majors, Brock, and Quinn, quickly trapping them on a platform with the Thought-Amplifier and forcing Majors to surrender the signal. Ze-us sealed the Calico crew in a room and left to search for Pete and Godzooky, but they saved the rest of the crew and stole the Thought-Amplifier and the Godzilla Signal. As the returned Godzilla fought the Power Dragon, Ze-us and his guards caught up to the crew and cornered them, but the Power Dragon absorbed all the energy in the city's power generators, disbanding the storm and teleporting it, the city, and all of the Cloud-Dwellers to their home dimension.
Technology
Generators
The Cloud-Dwellers maintained their sky city with powerful generators, which teleported them back home after being drained of all energy by the Power Dragon.
Portals
The Cloud-Dwellers possess advanced portal technology, capable of crossing to "alternate worlds."
Thought-Amplifier
Ze-us wore the Thought-Amplifier, a device capable of bending reality to the wearer's will. He used it to try and attack the Power Dragon, as well as obstruct and contain the Calico crew.
