Godzilla vs. Cyber City is an unmade 1995 Godzilla film.

Plot

Many years ago, G-Force built a top secret city called Rossuem in the hope that it would defeat Godzilla. However, the project went horribly wrong, one of the lead scientists disappeared, and the project was scrapped, with G-Force sealing the site off.

Years later, when a G-Force exploration team came back to it in order to reactivate it so that it could fight off a rampaging Godzilla, they found that a female android had been built, created by the lead scientist of the program. It was explained that she was abandoned in order to prevent her from fighting Godzilla.

The G-Force eventually befriended her and managed to convince her to override her programming and reactivate the city to fight Godzilla.

The female android merged with the city's A.I., where she made a giant robot body named Genocide Jaguar to fight Godzilla. The G-Force members were distraught over the changes, but she still retained her human-like personality.

Genocide Jaguar ultimately sacrificed both herself and the city after unleashing all of the city’s weapons on Godzilla and sealing herself, the city and Godzilla underground.

However, Godzilla still lived and, ultimately, it was only a matter of time before he returned.

History

This was conceived during a "proposal tournament" to pen the next film. This film was conceived by Yosuke Nakano who was heavily inspired by sci-fi novels with androids. Nothing ever came of this proposal and Nakano was impressed by Hideki Oka's pitch for Godzilla vs. Barubaroi, and stop pursuing further proposals to help present Oka's pitch to Toho.[1]
