I watched the movie several times to hear this when they discuss the plan and if they should do it with the new Prime Minister.
Found it, but that's not quite accurate. Please don't edit from memory.
Japanese: "Perhaps it's time we did as we wanted."
English: "Perhaps it's time that Japan did as it pleased."
Oh. I see now. Its confusing when dubbing and subtitle's happen, right?
