I'd put my vote on MUTO Prime. Heisei Mechagodzilla's downfall is physical force. MUTO Prime's limbs alone were meant to be physical. M-Prime's sonic roar can probably static Heisei Mechagodzilla's gears. Not to mention, how agile Prime is. She can evade MG's beams and missiles and damage MG with little difficulty.
